It's really simple. My first guess is that you did not CHMOD the files properly. You can easily accomplish this using any FTP program (I recommend AceFTP). But, here is the file you should read to install CuteNews:

If you don't CHMOD your files correctly, it can really be annoying, but after that and after you set up the news, it's quite easy.
